Graph Interaction:
Users have the ability to scrub the bar across the graph
1. User can move the bar by holding and dragging across the graph.
2. Users can move the bar by tapping on data point on graph.
3. The top label will remain connected to the top line of the graph as the user interacts with other data points.
4. The bottom label will remain connected to the bottom line of the graph as the user interacts with other data points.
5. If a user taps on a data point, there should be a smooth transition to that data point rather than a harsh 'snap to point' transition.
